Paul Norman

Director and Health and Safety Consultant

Paul is a competent and highly experienced professional who has worked in rail and construction for more than 20 years.  He is highly knowledgeable on business compliance and in particular legal obligations in accordance with the Health and Safety at Work Act, 2015

Paul has worked on and played a significant role on large projects in New Zealand, most recently the City Rail Link. Paul developed the railway tunnel safety management systems for the construction phase of the project. This was inclusive of regulatory obligations (in accordance with the Railways Act, 2005) which resulted in the project obtaining a operator and access provider rail license for the construction phase of the project. This was the first time a construction entity in New Zealand obtained such a license. The work undertaken by Paul was a finalist for a Hynes Construction Awards in 2023 ( Excellence in Onsite / Management Innovation)

Other projects Paul has been involved in include:

  • KiwiRail Papakura to Pukekohe Electrification

  • North Canterbury Transport Infrastructure Recovery (NCTIR)

  • KiwiRail Auckland Electrification (AEP)

  • Developing Auckland Rail Transport  (DART)

Paul is very experienced in Health and Safety Management System auditing and is well accustomed to requirements for obtaining accreditation. Paul has assisted various businesses in obtaining:

  • ISO-45001 

  • Totika 

  • ACC WSMP (before it was discontinued) 

  • ACC AEP

Paul is highly respected by those whom he has engaged with over the years. To the extent Paul was invited to be a guest panelist at the Informa 13th New Zealand Rail Conference (2024)

Occupational monitoring

Invisible threats can have devastating consequences. Paul is experienced in developing safe methods of work for environments that consist of substantial noise and/or underground (railway tunnels). For such environments, monitoring is essential to understand the existence and exposure to a threat. We use standardized and calibrated instruments to enable accurate assessments.

Incident Investigation

Paul is a highly skilled investigator who has led many critical incident investigations. Paul is well adverse in ensuring the root causes are identified so learnings can be implemented to prevent a re-occurrence.
